That is what the EU have been trying to do so far in the negotiation. That is what the EU have been demanding so far. The UK card is simple. In No deal Brexit let the EU to order ROI to put a hard border. The UK has mentioned from the beginning it will not put a hard border but if the EU wanted to put a hard border let them do that. All the UK need is to sit down nicely and see ROI and the EU to tear apart each other or ROI to exit the EU. The last thing the EU want. Those who get invollved in the negotiation which seek the UK sovereignty has been undermined will be thinking twice becuase of the possibility of facing a treason charge for the rest of their life.
