I think COVID19 is going to obliterate whatever budget is agreed the problem is if they agree a figure and the global economy is hit hard by COVID19, GPD in EU states will be down but the EU commission will expect there pound of flesh and if necessary they will attempt to hike up the payments to cover agreed spending on projects regardless of a states GDP and if they are looking to start there EU army this will be the biggest black hole and a black hole that is not necessary at this moment in time or ever, what do you think?
