Telling the whole truth isn't propaganda. Deliberately withholding half of the truth to misrepresent reality is propaganda. If you were to cherry-pick someone's statement to make it seem like they said something they didn't say, that is propaganda. A prime example is the MSM's Trump "Very Fine People" propaganda hoax. He clearly condemned the people they were trying to make it seem like he supported.
