If they ever put the kids in the custody of the partner with high earning potential there's either something VERY wrong with the other person or it's some kind of acting show or something. The state gets a percentage of all of the child support paid and they try to maximize the payments. This is also why they include lifestyle costs when it has nothing to do with caring for a child.
