Democrats are smart enough to know that they can use extortion and negotiation tactics to coerce Republicans to acquiesce to some of their demands rather than settle for what the Republicans demand. The mistake the Republicans made was to start with a huge bailout. If they wanted to end up with their 1tril bailout, they should have waited for the Democrats to propose a bill first. They could have proposed a do-nothing bill and waited.
