The best thing they're doing is not mass mailing ballots. If you want to win an election as a right-winger, making people get off their lazy butts and get to a voting booth is the best way to accomplish that. With mass mail-in ballots you have all sorts of fraud, not to mention it boosts the popularity of the people who really aren't interested in their candidates.
