  1. This is a mere formality. Governments control ISPs. They WILL regulate internet currencies, period. They can detect the traffic at the hardware level and stop the user from having access to the internet if they wish. As long as you are reliant on infrastructure that the government regulates, they can and will regulate your activity if they so desire. The days of the government being too stupid to know what you are up to are over.
