  1. I always said, build a new city from scratch, especially in the Philippines. OK, rehab Manila a little, make it more livable. And it is REALLY SMART they are including Mindanao in a big way and spreading the development money around. Not just "Luzon gets everything". Russia could do this too, build a new techno city from scratch on or near a perfectly placed town, leave the old established cities charms in place. But they seem content to just tack on one suburb after another around core cities.
