  1. His office knew exactly what it was, because they said it was an "Alternate slate of electors" in their text message. How did they know that's what it was if they were ONLY handed it and told to give to Pence? Why didn't they stop it right then and there knowing it wasn't legal? Because they wanted to try to slip it to Pence without any one knowing and got caught.
