  2. There is solution, but people won't resort to it until the last moment, it seems. The solution is based on a fact that fertility falls when women start to have more education. Thus the solution to the demographic problem is to normalize early marriages(with older men, since only man in his 30s can support family) both from legal and societal standpoint
