Throughout entire history human populations mostly procreated inside themselves or with people from close populations. Therefore, all populations have their own corresponding genetic ensemble. Miхing with genetically distant pорulations is bad because it breaks aforementioned ensemble. Miхing with bIaсks is especially bad because they are much more distant from everyone else, basically a different subspecies, maybe even different species. Them not being able to buiId сivilization themselves only supports and further illustrates this.
