Encourage girls to get married when they reached age of 12, so there would be pool of young obedient girls who can become good wives. 2)Let people make contracts that would regulate who get kids in case of divorce(so men wouldn't be afraid to get robbed by court; with human rights abolished "best interest of kids" idiocy would be nonsensical) 3)Permitting polygamy(particularly polygyny) so top men in society would be able to have several wives and spread their good genes.

I do have sort of a solution that would both preserve the technological progress, saturate western economies with decent amount of low-skilled workers without immigration from third-world countries and fix the problem with birth rates, but most people wouldn't like it.
