  1. Because in countries with the so called "rule of law" and therefore, the concept known as government's monopoly on violence you can't legally do anything(including stopping crimes). Only police is allowed to use force. That's also why you don't have a right to defend yourself, you should call police and wait for them to save you

  2.  @darylfoster7944  probably not for long. From a philosophical standpoint if government has monopoly on v*olence, citizens should not be able to do it or use force for s*lf-defense
