  1. I agree. The sanctions work but on a long perspective. Their effect, as far as it could be a deterring measure, isn't meant to be like "this will hurt right now", but like "this will hurt in the long run, will hurt for many years." As for the direct effects, they take some time to accumulate enough to hurt.
