  2. One reason for the economic problems, that led to the fall of the USSR, was the lack of state income when they cut away taxes on vodka. Vodka consumer tax was basically the glue that held the economy together. When they tried to reinstall the vodka tax it was too late to save the empire. If Putler is trying to recreate the Soviet Empire he has done a "fast forward" to the end.
