I was born in 90 and they were still going on about it, then it was warming and that didn't happen and they got rolled, then they needed plausible deniability so they said "change". My brother did a job for the US Mil where they were making missiles that would be shot into the ocean full of bacteria that would cause alge blooms that would both offset climate change and feed krill and through that other aquatic life. Even if CC was real, the US gov already has the means in place to combat it.
