  1. I don't think it's just Quebec, BC and the federal government. Even when Manitoba had a Conservative government that government apparently had no willingness to allow an oil pipeline to Churchill Manitoba to give another option for exporting Alberta oil by sea. So I imagine that the Manitoba government was also not keen on a new transcontinental oil pipeline across Manitoba. I suspect that Ontario was also resistant to such a plan.
