You don't understand. Saying that Russia had used up its stores of missiles never meant that Russia was prevented from building or buying new missiles.

Before Putin the Soviet Union/ Russia had at least seven leaders after 1945 who carefully accumulated military equipment including tanks to make the Russian military strong. They must all be spinning in their graves in frustration watching Putin slowly use up and lose all those tanks accumulated over 80 years. Likely Russia has purposely used old tanks that were in the best shape and cannibalized some of the remaining ones so it's hard to know how many of the remaining old tanks can be made battle ready again but it seems very likely that there will be no more usable old tanks left if this war continues two more years. Russia may try to change its tactics to try to lose fewer tanks but Russia has the problem that over time western countries step over more and more Putin red lines ro help Ukraine and once they step over a red line they never step back behind the line. Putin's only hope is a Trump election win.
