  2. I believe that the German government was very pro-nuclear power until the nuclear disaster in Japan after which the German government became very nervous about nuclear power. One earthquake off Japan ended up making it harder for Germany and Europe to become free of Russian fossil fuels which in turn meant that Russia made more fossil fuels revenue in 2022 and felt more emboldened to continue the war.
