@MarcosElMalo2 There could accidentally on purpose be a backlog of ships going to Russia to be inspected or a "shortage" of inspectors to do the job. Detain ships heading to or from Russia for inspection and then create delays so that it's a week before the inspection can be completed. Ship captains and ship owners don't like their ships sitting idle for a week travelling to Russia and then another week when leaving Russia. Governments often create bureaucratic delays by accident or incompetence or lack of funding and resources. It shouldn't be hard to create a bureaucratic delay on purpose.

@MarcosElMalo2 Not only is it a good idea to detain ships going to or from Russia for inspection but countries on the Baltic could ensure that there are bureaucratic delays (eg, a "shortage of inspectors) so that the inspection cannot be done for days or even a week after the vessel is detained. Ship's captains and ship owners will not want to sail to St Petersburg or Kalingrad if doing so means having their ships sit idle a week on the way to Russia and for a week on way back from Russia. Greatly reducing the number of ships travelling to and from Russia through the Baltic Sea might make it more expensive to import goods to Russia or export goods from Russia and thus would hurt the Russian economy. Though one likely doesn't want to do something to reduce Russian grain exports to the world. Do grain exports travel out of St Petersburg or Kalingrad?
