Nothing stops him from doing so, Fidesz has a majority in Hungarian parlement. He can leave the EU today. On top of that Orban gave EU funds to his son in law. My tax money. All of Northern Europe is looking at they numbers and already looking at what Italian assets to buy when they default on their loans when they go bankrupt.
