  1. EU doesn t have a constitution, and for a 1.8 trillion euro package there must be clauses as for the member states to be functional democracies and also some anti fraud clauses.

  2.  @steviep7706  they can refuse to be part of the recovery fund. It s their choice, the member states dictate what the eu does or not because eu is an organisation not a country.
