  1. yes each regional leader are capable of sending in their own militias to Ukraine however, why would they do something stupid like that, in fact these guys dont want to go to ukraine, practical brutal suicide. and these leaders need their militias to survivie the chaos that Russia will go through after they lose this war.

  2. storm troopers means, you send them off to the hit the Ukrs fortified positions head on , basically glorified bullet absorbers or "suicide squads" many of them will not survive the war.
