I heard the real reason is that the NKs wanted to renegotiate the contract, so instead of 2K USD per NK soldier, its now 4K to 5K USD per NK soldier, Russia balked at that price. and also while the Russians can swindle other foreign volunteers and local Russian volunteers by not paying the full amount after they are dead. listing them off as missing. they cant do that to the NKs. the NKs want money up front before deployment. also the NKs were shocked at how much casualties they received. and that is why they wanted more money. So for the Russians its actually much cheaper to send in their own and other foreign volunteers. since they are easier to defraud.
