  1. well out of the 15 Soviet republics only 3 are economically and politically important, Russia, Ukraine and Belarus. everyone else second raters, when deciding on how teh USSR would be disbanded only Russia UKraine and Belarus leaders were meeting at first until Kazakhstan heard about it and demanded to be in the meeting, yep the rest were not even told that the USSR was being disbanded, and when the USSR announced the break, up chaos reigned in those republics that were not informed.

  2. Russian military doctrine emphasizes mobile warfare, but in reality they cant seem to pull it off due to their ponderous stiff command and control and combat doctrine.
