  2. Basically motive Putin wants this war legally declared to be a war so he can legally war mobilize millions of Russians to be sent to Ukraine. Putin knows Russia is not winning this war. and I dont think Putin believes Trump will win this year, in fact I think he suspects Biden will win in 2024 and more aid will be sent in 2025. So the Russians are war mobilizing now to finish the job in Ukraine before US and allied aid comes into force.
