  1. The US Navy has forgotten how to train and promote and prioritize salvage masters in the Navy. Last I checked, almost no admirals at all are salvage masters. Maybe it’s none. So instead of the US Navy sending a salvage master to run this SALVAGE, the US Army is going to have to do it.
