It's never easy to see someone shot in the back by police as they are running away and not, technically, threatening anyone but at the same time, if it was you, doing your job, would you want to risk, the split-second it takes for him to turn and shoot you?... I don't know what the laws are in that area or what that department's policies are, re a person running away, armed with a pistol but it seems logical to follow directions from police - deal with the rest LATER, alive, uninjured and with a lawyer!... 😥
