Both the legislative and executive branches have been opting to let the judicial handle their tasks for a long time now: that way they aren't blamed and it doesn't affect their electoral chances. The judicial has gotten way out of hand and is legislating and executing rather than simply adjudicating, and when that is rolled back, some people freak out.

LA is a company town, and the courts and police there tend to work... extra hard, lets say... to prevent the company from being damaged.

The Sokovia awards were ridiculous crap to force the Civil War plot to happen, it was just lame writing. The MCU heads wanted to do the Civil War storyline at all costs, and shoehorned it into the movies too early and without rational justification.

Remember, he's on an island in the pacific, and is not subject to US law. Yes, the place is filled with horrendous violations and idiotic decisions but not legally in danger from United States labor laws
