  1. The Spanish were not interested in commerce or industry, in fact they looked down on those things, so all they had came from exploitation. Contrast to the British who also exploited people but they supported industry and commerce with respecting property rights and contracts. So they got wealthier and wealthier while the Spanish got poorer.
