The Uber and Lyft also use network to do service for passengers but these passengers phone still on and not turn off and their cellphone not hold by the drivers. It is need to find the policy to ensure they are not cancel the service and ask for service without pay since they are already in the vehicle in some part distance where they want to go. If network failure the drivers must file form to their office to work on service get pay by cash or we might have fix price for customers to pay for peak hours and off peak hours. This way the driver can get pay for their service.
