In my opinion, Europe together must start implementing Solar & Wind Energy across the whole EU Continent as well as Hydrogen Industry for Trains, Trucks , Ships , Planes ,etc. & Home Power Systems, etc. One solution is providing basic Tablets / Laptops to all EU 450 million Citizens with cheap Data for Videoconference Training in E-commerce, Electric Vehicles, Batteries/Chargers, Hydrogen, 3D Printing & Robotics Manufacturing, Space Travel Reusable Rockets , satellites broadband, DigitalEuro apps & NFT's variations ,etc.and making sure Intel, TSMC, Samsung , UMC, GlobalFoundries build & upgrade their Chips Foundries in EU to service the Global Automotive , IoT, PC, Manufacturing,Robotics, Distribution, Drones , Aviation & Space Industries in EU and the World, considering that in a few years every Human will carry it's own SoC to monitor own Health & Communicate with some or all of the other 8 billion Humans , everyone wants to be online learning about the Future.
