  1. It's very simple , it's just business. Who are Rafael interested most ? In Finland security or in their own Profits? When Finland puts it's security in Rafael hands and Germany in IAI ( Arrow 2 ) , who controls the systems ? Look at it from another angle : David Sling is based on Raytheon Technology, Arrow -2 on Boeing , all financed by USA Taxpayers, while the US Congress never voted for a business transfer , only a share, so already there are big legal issues , to put it mildly. Again , who controls the targeting and re - targeting of the interceptors ? Rafael and IAI or Finland and Germany? Who exactly controls the Chips backdoors, software, etc. ?
