  2.  @bachhongtran  - Actually, it is central to the issue. Because Israel occupies Gaza, it is required under international law to provide food, fuel, water, and electricity to the Gaza Strip. Because Israel occupies Gaza, it is required to enforce the rule-of-law, to provide security to the civilian population, and to conduct an evacuation and/or adequate sheltering of non-combatants in a conflict zone.
