  1. The transition plan is just like Israeli proposals for peace with Palestine; a stalling tactic to solidify the status quo of their rule. Russian is the foreign influence that the junta leaders want, make no mistake. This has nothing to do with pan-Africanism or independence and self-rule for the people of Niger.
