  3.  @cabellones  - I didn't call it a treaty, nor did the citations I used. The fact that the weapons were formally controlled by the Commonwealth of Independent States doesn't change the fact that Ukraine made the choice to disarm in exchange for a guarantee of independence and autonomy.
