What you describe is simply the 80/20 Rule of propaganda -- tucking the 20% that is propaganda into the 80% of routine reporting -- the oldest and best way to have people believe what you want. The fact is, RT is "Russian state-controlled international television network funded by the federal tax budget of the Russian government." It is not a reliable source, it is an instrument of the Kremlin.
