I speak as a former "Australian" who has lived in Ukraine since 2014 in Donbas amongst the "Russian minoroty" that twice Peter mentioned "had problems" but never specified these mythical "problems". We speak Russian there all the time, even in the magazins where you are supposed to use Ukrainian in commerce. There is no problem with Russian speakers or the Russian langauge. Is it not proper that Ukraine should mandate its use in Government for example ? It's the native langauge of Ukraine which was suppressed by Russia for hundreds of years. Ukraine had a constitution in 1710, I have witnessed the original in Kyiv last October in Sofia cathedral where it was on display..
