Yes, I can't imagine how having your country invaded, partially occupied and bombed into the 19th century could present unusual economic challenges.

@craigscott2315 Not at all, the USSR had a coherent core philosophy. Putin wants to have as much resources as the old USSR had, but mainly to exploit for personal gain.
