  1. Without immunity from liability, NO ONE would make any vaccines at all. It is up to the FDA to oversee relative risk. It is an imperfect system, but as we require several new flu vaccines annually, it is impossible to perform years of testing on them. If you do not want the vaccine, take a pass.
