They are off limits, effectively. "Halt, I cannot let you pass!" "Yeah? You and whose army?" Off Limits means a more powerful force has to exercise control.

You don't think that they went to known safer areas and their dose was monitored, as opposed to digging into and camping in the area where the really hot stuff was buried under a few inches of dirt? I lived in an apartment building, but I did not camp in its dumpster. There is no equivalency.

@set65 Of course not. Many writers and journalists develop the historical record over a decade or two before it can be condensed into a textbook chapter. The generation who experiences an event neglects to pass the knowledge along, believing it to be "common knowledge". The fault lies not with the student, but how our understanding of history is constantly evolving. When I taught history, I tried to find time to fill those gaps. Sometimes historical events are suppressed for a variety of reasons. Example: How the UK breaking the Enigma Code affected the outcome of WW2 was still classified until I was in high school in the 1970's. Now it has been incorporated into the "history of WW2".
