Back in the 60's a large factory in my town discovered that some department heads had padded their payroll with ghost employees; real people who were hired at one time and then sent home to collect pay forever, splitting the pay on payday with their "boss". A couple of times a year for the next 30 years all paychecks were hand carried to each employee by the payroll department. ( Very abbreviated explanation of the procedures ) Requiring every employee to respond to an email in ANY way is a means of tabulating a list of potential ghost employees for further investigation. The factory I mentioned had had 8-10 ghost employees at one time out of 2500 on the payroll. You will be astonished at the number of ghost employees that an institution with millions on the payroll will have. If they do not respond, it is possible that they have not seen a government email in months or years.
