  1. The town had no police department. The one part-time constable had resigned in terror after looking down the barrel of Ken's gun. The county and state left them hung out to dry.

  2.  @Dumbledoresarmy13  There was one state trooper who made a point of assisting the residents there as much as he could. For his trouble, Ken would spend hours parked at that troopers house to frighten the troopers wife and family. As I understand it, they came to an "agreement" that Ken would not do that after a certain point. I'm guessing that being armed and pulled over on a lonely county road by a state trooper could lead to a deadly misunderstanding.
