  2. Turn off the nearest cell tower. Impose sanctions. Arrest anyone violating the embargo of goods. Anyone who was carrying arms at the barricades should be charged with insurrection. Disconnect businesses within the zone from the ATM/EBT system. Allow them the independence that they wanted. The city is NOT going to cut their utilities, but the feds control the comms and currency flow, and can physically control access to their border.
