Britain has been doing all the "arrest people for speech" for many years ... because Maggie Thatcher made "offending someone" a crime. Germany has had "you cant insult people" for many decades as a law ... but the concept of "offense = criminal" only crept in with EU hate-speech laws ... which were most likely pushed by Britain. WHY ARE YOU FOCUSING ON GERMANY?
