France did have a REAL navy during the Napoleonic Wars with more modern/newer ships than the British, BUT since they were stuck in their harbors due to blockades the crews were unable to practice and learn skills ... which made them lose any battles with the Royal Navy. The french navy was responsible for the US war of independence to succeed (~30 years before Napoleon) ... because they kept the Royal Navy busy at the time ... and thus from reinforcing the british troops in America and from blockading those rebellious settlers and their navy & traders.
