They probably didnt bother teaching the people that got issued with these guns that they might need to clean them. If you see any pictures of the "Volkssturm" and see "people in normal suits/clothes with rifles" ... those are the truly last ditch ones, because they didnt have any uniforms. In 1944 they were still being given uniforms as well.
