Just FYI: in late 19th century Paris was "redesigned" [ https://en.wikipedia.org/wiki/Georges-Eug%C3%A8ne_Haussmann ] ... with long and wide avenues ... for the express purpose of "cavalry riding down the streets to quell unrest". This only applies to the central part of the city though.
