  1. #3 The police car is escorting a truck with a "lane closing / move over" sign on the back, which is used to close down a lane for a longer time AND it is visible from further away than a few cones on the road. The accident must have been severe enough for it to require such a measure.

  2. #1 is a 3-lane Autobahn and the emergency lane should be between the leftmost and the middle one, but the trucks in the middle lane are on the leftest side of that lane, which should never ever happen. When you approach a clear jam you adjust your position in your lane! Fines are very well justified!
