They COULD simply arrest the mayor for "preventing them from doing their duty" ... she would obviously be let go "instantly", but such a stunt would give them an opportunity to talk about the list of incidents where she held them back while crimes were being committed. No (D) wants to face this little fact, but the media would have a hard time spinning this into one of their typical narratives without looking ridiculous.
